In order to solve the multi-skilled heterogeneous human resources assignment and project scheduling problem, a mixed integer programming model was established to minimize the project duration and the total cost of human resources simultaneously, then a bi-objective hybrid genetic algorithm was designed to solve this problem. In this algorithm, each chromosome coding corresponds to a human resources assignment scheme uniquely, based on which, the total human resources cost and the shortest project period of the scheme can be further determined. The steps of the genetic operations include splitting, selection, crossover, mutation and merging, etc. results Experimental results show that, by using this method, the project manager can determined the Pareto solution set of the problem effectively, thus, achieve a better project management performance.
