It reports the road map for solving investment portfolio strategy for atmospheric mercury emission reduction. First, the literature review shows salient shortcomings in atmospheric mercury research. Second, quantitative description of mercury cross-border transmission and regional environmental impacts are performed by setting up a global atmospheric mercury transport mode and calculating trans-boundary export in two slices of China-U.S. and U.S.-EU and analyzing its transmission flux, trajectory and concentration. Third, the key step is to establish the constraints of a maximum concentration limit of mercury. The concentration limit must be agreed limits of soil, water and atmospheric concentrations, which are not harmful for life. Simulate an optimized emission scenario using updated emission inventory, keeping the cost as low as possible for the global or continental scale communities. Lastly, it can identify corresponding mercury deposition and output and determine the relative intensity of the sources and sinks.
