•Co3O4 material structure and morphology have a non-negligible effect on the catalytic activity towards HER.•The overpotential of HER on Co3O4/Ag is reduced comparing with those on pure Ag and Co3O4.•Co3O4 modified Ag catalytic surface performed an efficient synergistic catalytic effect on HER.
