Regional emission reduction target allocation based on improved DEA

Energy conservation and emission reduction have become the consensus of the whole society. China has put forward the goal of energy conservation and emission reduction for many times. The realization of the goal requires the coordination and cooperation of provinces and cities. In this paper, the improved DEA model is proposed. Based on the consideration of efficiency, regional equity and regional air quality factors are combined to adjust the regional energy conservation and emission reduction targets, and the simulation analysis is carried out according to the data of Shandong province.
