The Texas tuition and fee waiver program for youth who have experienced foster care: An assessment of waiver utilization and impact

•More than 20 states have tuition waivers for youth experiencing foster care.•Little is known about the impact of these waivers on post-secondary outcomes.•This study uses administrative data to explore the use and impact of waivers in Texas.•Results reveal that waivers can improve graduation rates, but they are underutilized.
