PARADIPLOMACY AND PARLIAMENTARY DIPLOMACY OF CHILE: A CROSS-BORDER POLITICAL CHALLENGE

The following article analyzes the connection between paradiplomacy and Chile's Parliamentary Diplomacy with regard to Argentina, Peru and Bolivia. This endeavors to understand its development and the way in which cross-border relationships have been established, through the perspective of Peru's and Bolivia's suits in the International Court of Justice (ICJ), and the corresponding rulings that had an impact in the relationship between the countries. The research for this article consisted in the review of specialized materials in foreign policy as well as official sources from within the Foreign Relations and Internal Government subcommittees of the Senate and Chamber of Representatives of Chile. It also convened an expert panel of former officials from the local levels which are now members of Chile's Congress. The complexity of the combination between paradiplomacy and parliamentary diplomacy is evident. These paradigms can become, despite their origins and projections, useful contributions to the betterment of Chile's cross-border relationships with its neighbors. This while simultaneously, the Chancellery is undergoing a modernization process and there is new legislation that endeavors to establish a new kind of regional organization.
