•We estimate returns to migration in panel surveys from six developing countries.•Observational returns to migration average 23 percent across our countries.•We interpret these returns in a Roy model with heterogeneity in migration costs.•Observational returns are distinct from the gains from lowering migration costs.•Patterns of regional heterogeneity in returns are consistent with the model.
