The Dynamic Subsidy Pricing Mechanism of Clean Energy Central Heating

In order to alleviate fog and haze and reduce air pollution, the north of China implements the projects of coal to electricity and coal to gas and strongly promote the development of clean energy heating. Compared to decentralized heating, central heating can achieve better economies of scale and is the way forward. Focusing on the unclear accountability of each participant in the process of advancing clean energy central heating, this paper identifies the multi-interest bodies of clean energy central heating and analyzes its functionary mechanism based on the stakeholder theory. Aiming at the unreasonable subsidy mechanism of clean energy central heating, we construct the dynamic subsidy pricing mechanism of clean energy central heating according to system dynamics. In addition, take Zhangjiakou, China as an example to carry out the empirical study.
