•Develop a generalizable theory, or method, to manage interdependent critical infrastructures (ICIs) as a coherent ecosociotechnical system.•The method will be tested in the future at the Solution-driven Community Center (SDCC) at Austin, TX.•Through collective action, hybrid social groups can align, transform or bridge frames of experience, and produce new kinds of hybrid knowledge.•New knowledge produced by hybrid social-structures, can influence infra-structures and super-structures.•Third-sector, or civil society groups are well-situated to catalyze hybrid social action and new knowledge.
