•Iron oxide nanoparticles are highly dispersed on h-BN.•Cu can facilitate the reduction of catalyst by introducing more sites dissociating H2.•Mn can weaken strong metal support interaction by altering the electron structure of iron species.•A higher activity can be realized due to the synergistic effect of Mn and Cu.
