•New organic-inorganic layered hybrids containing electron-rich 3,8-phenanthroline organic linkers.•Electron-doping produces reduced molybdenum species which cause an upturn in magnetization at low-temperature.•A non-zero electronic specific heat coefficient that is higher than its bipyridyl counterpart.•The electronic density-of-states is further increased via hydrogen intercalation.
