Luminescent and optical characteristics of liquid scintillators intended for use in tracking detectors and calorimeters are presented. Eight bases and about 60 new scintillation dyes were investigated. The scintillation efficiency of the 1MN- and IPN-based liquid scintillators doped with R6, R15, R39, and 3M-15 is by 34-52% higher than that of a standard polystyrene scintillator. In the 0.5-mm-diameter quartz capillaries, an attenuation length of 319 cm has been obtained for IPN + 3 g/l 3M-15. The characteristic light decay times of the liquid scintillators are 6.2-7.6 ns. The scintillation efficiency of liquid scintillators based on 1MN and IPN is by 22-32% higher in vacuum than in air. Capillaries filled with liquid scintillators are compared with plastic fibers.
