Modeling the minimum cost consensus problem in an asymmetric costs context.

•Three kinds of minimum cost consensus models are proposed in the asymmetric costs context.•A novel consensus framework is designed to address unacceptable opinions with compromise limits.•The relationships and transformation conditions of all the proposed models are examined.•The proposed models are verified by the case of China’s trans-boundary pollution control negotiations.
