•This paper addresses the infeasibility of Malmquist-Luenberger productivity index.•An in-depth discussion is provided on the conditions when infeasibility happens.•A modified Malmquist-Luenberger index is proposed to tackle infeasibility.•The modified index is applied to assessing China's environmental performance.•Macro- and micro-level applications illustrate the approach and provide insights.
