Optical stochastic cooling (OSC) holds significant promise for enhancing the luminosity of high energy colliders by cooling charged particle beams. This paper describes the conceptual design and requirements for ail interferometer to be built for all OSC demonstration experiment, with stored electrons all the MIT-Bates South Hall Ring. The paper presents an overview of the optical and charged particle beamlines, the intensity detection system and the phase stabilizing feedback loop.
