•Human TEF3-1 functions as a transcriptional domain in AH109 yeast cells.•TEF3-11–66 and TEF3-1197–265 act as the two short independent activation domains.•TEF3-11–66 contains one α-helix and TEF3-1197–265 contains four β sheets.•TEF3-11–66 and TEF3-1197–265 improve the formation of F-actin fiber in HUVECs.•TEF3-11–66 and TEF3-1197–265 increase the proliferation and migration of HUVECs.
