•Most petroleum products and refinery streams have been defined as UVCB substances.•Estimating hazards is difficult because of their chemical complexity.•Grouping substances into “categories” can maximize use of toxicity data.•A consistent approach to GHS health hazard classification of UVCBs is presented.
