•We identify the dilemma allowing inference attacks on privacy preserving publishing.•We show that utility and privacy guarantees can co-exist.•We propose a mechanism, called SPLU-Gen, for offering small count privacy and large count utility.•We introduce a sophisticated reconstruction method for enhanced utility.•We provide a comprehensive set of experiments on two real datasets.
