Ontology-based hierarchical modeling of E-Government service

The lack of a uniform service-oriented modeling scheme of e-government resources has impeded different departments' resources of the e-government from being well and efficiently coordinated. A method of ontology-based knowledge representation is proposed in this paper, which uses OWL (Web Ontology Language), an ontology description language according to XML standard, and OWL-S that is an ontology description language for Web Service. To take into account two features of egovernment resources: the static function and stateful function, the knowledge ontology is defined as four levels according to its common definitions: the general ontology layer, the resources configuration ontology layer, the resource service ontology layer and the domain service ontology layer, in order to establish a semantic framework for e-government resources with semantic descriptions of knowledge. Four layers are loosely coupled, so they can be built respectively and can be stored as a separate file in physical structure.
