Negotiation-based multi-objective and multi-person optimal decision making model for inter-basin water transfer schemes

The characteristics of multi-objective and multi-person optimal decision making for inter-basin water transfer schemes based on the principle of satisfactory rule are analyzed and a corresponding model is developed. The model is able to deal with the benefit conflicts between two sides of decision makers. The model is applied to study the project of transferring the water of Xihe River into Tanghe River. The conflicts between two sides and the method for solving the problems based on negotiation with the help of arbitrator are described step by step. The result satisfactorily coordinates the benefit conflicts.
