Risk-oriented construct relation test over the government public project in China on social contextualized perspective

As research upon systematic risk around national public project in China is emerging, a contextualized model incorporating cognitive, social contextual factors as predictors to this risk-aversion and sector response have been relatively limited. The aim of this study was to apply a social-cognitive model of risk perception into concerning on government public project and we build such a structural model that was to test hypotheses generated from a series of depth interviews with members of government sectors as well as relevant groups. Results demonstrated that anxiety and individual responses were each a function of cognitive and social-contextual factors, and partially mediated the relationships of some of these factors accumulated. Perceived conscious value and innate norms act as the cognitive factor associated with response to public project risk. Hence, findings highlight the importance of fostering a sense of concerted efforts concerning social contextual strategies aimed at elevating governmental system capacity of comprehensive response. © 2013 IEEE.
