Coordinated development mechanism of new energy and smart grid

Based on the role of smart gird in the renewable energy development, this paper elaborates the coordinated relationship between renewable energies and smart grids. The development of renewable energy should be compatible with smart grid in terms of speed, scale, adapted technologies and supporting policy. The renewable energy development should accommodate the requirements of the grid development, which is building "grid-friendly renewable energy power plant". The grid development should accommodate the requirements of renewable energy development, which is building the "renewable-energy- friendly grid". Modern power systems are typically characterized with renewable energies and smart grids. Their developments should be kept at a compatible pace to each other. According to the structuring parts of power industry, such as generation, transmission, distribution, consumption and dispatching, a comprehensive evaluation system for renewable energy and smart grid coordinate development in "3 levels, 4 sections, 15 targets"; is created. In generation section, five indexes are included, which are renewable energy weight, renewable energy intensity, planning coordination, power ratio, and grid-friendly power plant weight; In transmission & distribution section, four indexes are considered, such as the proportion of integrating renewable energy, the proportion of limited transmission, self-healing capability of grids, and supporting policy for grid investment; Indexes of electricity consumption include the energy storage ratio, the proportion of load control, and the proportion of electricity consumption by electricity price incentive; Indexes of dispatching part include the proportion of limited renewable energy power, the renewable energy monitoring coverage level, and flexible dispatching strategies. The index system of coordinated development is important to determine the priorities and key areas in smart grids and renewable energies. By the index system of coordination development, this paper evaluates the status of renewble energy and grid development, and the coordination degree of them in China. A quantitative evaluation method about coordination level between China's renewable energy and smart grid is developed. The coordination levels for total and each part in China is calculated by analytic hierarchy process. After quantifying the China's case according to the index system, the coordination degree of new energy and power grid in China is 0.80 (after normalized). In detail, the coordination degree of power generation, transmission, consumption and dispatching aspects are respectively 0.80, 0.87, 0.65 and 0.81 (after normalized). In conclusion, the coordination degree of transmission and dispatching is higher, but the degree of electricity consumption section is lowest. Therefore consumption section should be the first to develop in China.
