Collaboration in Public Sector Enabling Conditions for Groupware Introduction

This paper discusses change management when introducing groupware in a local government environment. The process of change is viewed as an ongoing process and is analysed using the improvisational model of change outlined by Orlikowski and Hofman (1997). According to this model as well as our results, the outcome of the process of change is highly dependent on enabling conditions. Enabling conditions are concerned with supporting people's ability to benefit fully from the potential of the introduced groupware. Examples of enabling conditions are individually adjusted education and the provision of spaces for knowledge transfer.
