Radiative decays of excited He+ (4 --> 3) ions emerging from thin carbon foils have been observed for a range of 25-600 keV/u projectile velocities in charge exchange equilibrium and non-equilibrium situations, respectively. A picture involving various excitation mechanisms responsible for the formation of these He+ (n = 4) excited ions explains qualitatively the experimental results.
