Relevance in Chance Discovery

Chance Discovery has now been a hot issue since Ohsawa firstly proposed the concept of Chance Discovery and Chance Management. However, there is still no satisfactory method to answer the following two questions: How can we specify the Chance and how can we discriminate the Opportunity with Risk in this specification? These two questions are the basic ones, without answering which we hardly can deepen our research on Chance Discovery. In this paper, we analyze the above two questions in CD-Relevance, which indicates the intuitive relationship between the events/situations and the goals of an agent. We proposed four requirements for an event or a situation to be a chance. Based on this intuitive understanding of Chance, we present a formal definition for CD-Relevance, and then prove the equivalence of this definition and the semantic consequences of L m4c + . Based on this formal definition, we specify the three basic concepts in Chance Discovery: Chance, Opportunity and Risk.
