Scuffham has published >320 manuscripts (130 since Jan 2015) and >135 reports to Government. Many of his manuscripts are published in high impact medical journals and solid health economics journals. His h-index is 39 in Scopus (52 Google Scholar) with 19 papers cited more than 100 times and 60 papers >50 citations.
Paul is extremely well networked with program implementers and policy-makers in Australia and internationally. These include Prof Peter Littlejohns (founding Director of the National Institute for Health and Clinical Excellence (NICE), UK and Professor Michael Drummond (the number one leader in the economic evaluation of healthcare interventions).
His professional standing is highly regarded in the Australian Pharmaceuticals industry through his involvement in the Pharmaceutical Benefits Advisory Committee (PBAC) sub-committees, Medical Services Advisory Committee (MSAC), Australian Academy of Health and Medical Sciences (AAHMS) and a working group for the Australian College of Learned Academies (ACOLA). He chaired an AAHMS Selection Committee for 2 years and in 2019 he joined the AAHMS Council.
Paul was an Associate Editor of Value in Health (2007-15) and is a current member of their International Advisory Board (2016-20); he is Associate Editor of Medical Decision Making Policy & Practice (2014–) these are both leading journals in the field. He was an international adviser to the Ministry of Health, Singapore (2016-18); has presented as a keynote speaker at over 12 national and international conferences in the past 5 years and is Chair for the Asia-Pacific ISPOR 2020 Conference in Seoul.
Paul’s community engagement is at the high end of healthcare policy. This has been purposely developed through his determination to see efficient use for healthcare funds to deliver what the community requires from their health system. He works closely with Queensland Health on economic policy matters and this includes his leadership on the Queensland Policy Advisory Committee on new Technology (QPACT) where he led processes for developing and appraising funding applications for new technologies, as well as directly through establishing Citizen Juries in Queensland. In addition, he has had industry funding from Bupa, Edwards Lifesciences, Telstra Health in recent years.
Paul has developed a core staff of ~30 including 2 Professors in biostatistics. His team of health economists includes 12 with PhDs of which 7 have progressed to SRF, Assoc Prof and 2 have progressed to Professor under his direct supervision. He has mentored 3 others who have been promoted to Professor and 4 to Assoc Prof. As Director of MHIQ he is responsible for the research of >500 staff. He currently supervises 9 PhD students and has supervised 14 PhD students to completion. Paul developed a Graduate Certificate in Health Economics (2019) adding to the Griffith University curriculum. These studies are relevant to allocating and prioritizing health resources in Papua New Guinea.
