Professor Emeritus, Memorial University of Newfoundland (MUN)
Dr. James Rourke is a retired rural generalist family physician who served Memorial University of Newfoundland as Dean of Medicine from 2004 to 2016 and Professor of Family Medicine from 2004 until retirement in 2019. Dr. Rourke continues rural health research and leadership activities as Professor Emeritus. He was a member of the Newfoundland and Labrador Health Accord Finance and Interdependence Working Group (2021-22) and the Quality of Care and Choosing Wisely NL Working Group (2016-21).
Dr. Rourke is Chair of the AMEE ASPIRE-to-Excellence Board (2020-) and was Founding Chair of the AMEE Aspire to Excellence Panel on Social Accountability of Medical Schools (2011-2018).
He is a Jury Member for the Canadian Space Agency Deep Space Healthcare Challenge (2021-)
Dr. Rourke was Co-Chair (2017-2021) of the Rural Roadmap Implementation Committee (RRMIC), a joint effort between The College of Family Physicians (CFPC) and the Society of Rural Physicians of Canada (SRPC) building on the Advancing Rural Family Medicine Taskforce begun in 2014.
He was a Team Broken Earth (TBE) board member (2014-2022) and member of 4 TBE humanitarian medical teams to Haiti.
Dr. Rourke was Chair of the Committee on Accreditation of Canadian Medical Schools (CACMS-CAFMC) (2018-2019) and a member of the Liaison Committee on Medical Education (LCME). He was the Chair of the Canadian Medical Forum (CMF) (2011-2016), Chair of the Association of Faculties of Medicine of Canada (AFMC) (2009-2011) and a leader in the management and implementation of the Future of Medical Education in Canada (FMEC) MD Education and PG Education projects. He was a member of the (US) National Advisory Committee for the Social Mission Metrics Initiative (2016-2022).
Dr. Rourke has received many honours and awards, including the Royal College of Physicians and Surgeons of Canada (RCPSC): McLaughlin-Gallie Visiting Professor (2020); The World Organization of Family Doctors (WONCA): 2017 WONCA 5 Star Doctor Award for North America (shared with Dr. Leslie Rourke) and WONCA Fellowship (2018); Canadian Academy of Health Sciences Fellowship -FCAHS (2010); The University of Western Ontario (UWO): Honorary Degree Doctor of Laws, honoris causa (LLD) (2009); The College of Family Physicians of Canada: Calvin Gutkin Family Medicine Ambassador Award (2017), W. Victor Johnston Award (2007), D.I. Rice Merit Award (2000-2002); The Society of Rural Physicians of Canada: Rural Leadership Award (2009) and Fellowship -FRRMS (2009); The College of Physicians and Surgeons of Ontario: Council Award (2004); The Ontario College of Family Physicians: Community Teacher of the Year (1991,1992).
Dr. Rourke grew up on a farm and attended a one-room rural public school. He graduated with his MD from the University of Western Ontario in 1976, where he completed his Family Medicine training in 1978 and his Master of Clinical Science (Family Medicine) in 1993. He is certified by the College of Family Physicians of Canada in Family Medicine (CCFP, 1978) and emergency medicine (CCFP-EM, 1985).
Dr. Rourke was an active rural family physician in Goderich, Ontario, for 25 years with his wife and partner, Dr. Leslie Rourke. This rural generalist practice included office, house calls, nursing home care, obstetrics, hospitalist, and emergency work. Their practice was one of the UWO Rural Family Medicine teaching sites. After moving to Newfoundland and Labrador, Dr. Rourke travelled extensively throughout the province, New Brunswick, and PEI to visit the medical school’s teaching sites. This included visits to do medical clinics in many rural communities in Newfoundland and Labrador.
Drs. Leslie and James Rourke are widely recognized as the original co-authors of the Rourke Baby Record -a knowledge translation/mobilzation tool that guides family physicians and other health care professionals in the well-child care of infants and children from zero to five years of age using evidence-based information www.rourkebabyrecord.ca. Dr. Leslie Rourke is Professor Emerita at Memorial University of Newfoundland.
Dr. Rourke was founding director of the UWO Southwestern Ontario Rural Regional Medical Education, Research, and Development Unit. Established in 1997, an integrated undergraduate and postgraduate medical education network that evolved into the Distributed Education Network. He served as the assistant dean of Rural and Regional Medicine at the University of Western Ontario (2002-2004), where he was a professor in the Department of Family Medicine. He was Project Director of the Medical Education Design Team (2000-2001), Northern Ontario (Rural) Medical School Project proposal that led to approval to build the Northern Ontario Medical School. He was Chair (2004-2007) of Rural-WONCA (World Organization of Family Doctors) and collaborated with WHO.
