Louis Martin was born in Lesneven, France, on September 8, 1937. He received the Engineer's degree from the Ecole Spéciale de Mécanique et de l'Electricité (ESME), Paris, France, in 1963.
He began his career with the Centre National d'Etudes des Télécommunications (CNET), Lannion, France, in 1964, where he worked for several years on multipath propagation effects on analog radio systems. He later branched out into more general studies of microwave radio relay systems, returning to propagation research in 1979. His initial emphasis was on experimental and theoretical studies of wideband multipath propagation effects on digital radio links, broadening later to also include measurement and prediction of narrowband fading distributions and associated meteorological parameters and analysis of propagation effects in rain. He was a delegate to various meetings of Study Groups 3 and 9 of the Radiocommunications Sector of the International Telecommunication Union (ITU-R, formerly the International Radio Consultative Committee, CCIR) from 1981 to 1997 and led French delegations to meetings from 1993. For several years, he was responsible for the Report/Recommendation on refractive effects within Working Party 3J and its predecessor groups and was a correspondent between Study Groups 3 and 9. He retired from the CNET Laboratory, Paris, France, in 1997 and now resides in Perros-Guirec on the north Brittany coast of France, where he pursues interests in history and linguistics.
