Prof. Francés is leader of the Research Group of Hydrological and Environmental Modelling of the Research Institute of Water and Environmental Engineering (IIAMA). He graduated from Polytechnical University of Valencia in 1987 as Civil Engineer, has an MSc in Hydrology and Water Resources from Colorado State University, and finished his PhD in 1991. Nowadays, he is President of the Spanish Water Technological Platform, Associate Editor of Journal of Hydrology, regular reviewer for several scientific journals and national and international research agencies and belongs to three international research associations (EGU, IAHS and IAHR). He was member of IAHR/IWA Hydroinformatics International Joint Committee for the period 2013-14 and Visiting Researcher at the University of California at Irvine (2007) and Princeton University (2010). In his university, Prof. Francés has recently been Academic Director of the Civil Engineering Degree (2017-2020) and Director of the IIAMA (2013-2017). Previously he was Vice-director of the Civil Engineering School (1998-2002) and Coordinator of the Ph. D. Program in Water and Environmental Engineering (2006-2013), which had the maximum qualification graded by the Spanish National Ministry of Education and Science. Throughout his university career, he has taught more than twenty courses in different official degree programs. Currently, he is lecturing the subjects of “Advanced Surface Hydrology” in Civil Engineering MSc degree, and “Distributed Hydrological and Environmental Modelling” in the MSc degree in Hydraulic and Environmental Engineering. Prof. Francés has advised 77 MSc and bachelor thesis and 29 PhD dissertations. Since 1988, he has participated and managed more than one hundred and fifty research projects and engineering studies in the fields of urban hydraulic modelling, distributed hydrological and environmental modelling, ecohydrology, flood forecasting systems, flood hazard and risk mapping, flood frequency analysis, erosion and sediment yield and water resources evaluation. The City Council of Valencia, Valencia Regional Government, Spanish National Government, European Union and private companies, has mainly supported these projects. Of them, 19 in Spanish and 13 in European R+D+i open calls. From all these projects it can be underlined the “Flood Risk Regional Assessment and Master Plan”, for the Valencia Regional Government (which received the “Aqua” National Environment Award in 2001), the continuous development of the distributed hydro-environmental model TETIS (used for the flood forecasting system of the Tagus, Jucar and Vasc Water Authorities and for the water resources evaluation in the Vasc Country Region), the project SCARCE from 2010 to 2014 (within the prestigious Spanish Consolider-Ingenio Call) and the most recent coordination of the EU projects ROOM FOR THE RIVER (Efficiency of non-structural flood mitigation measures: “room for the river” and “retaining water in the landscape”, 2007-2008) and RIPFLOW (Riparian Vegetation Modelling for the Assessment of Environmental Flow Regimes, 2008-2010). As resulting of these activities, Prof. Frances has been invited for more than a hundred courses and conferences, published 88 research papers and 37 books and book chapters, and he has coauthored more than two hundred national and international congress communications. Finally, it should be underlined he obtained in 2011 the Engineering Innovation Award from the Spanish National Civil Engineering Association.
