Edilberto Guevara was born in Peru in 1943. He received the B.S. degree in agricultural engineering, with specialization in water resources from National Agrarian University, Peru, in 1968, the M.S. degrees in agricultural engineering focused in irrigation and drainage engineering from the Justus Liebig University, Germany, in 1970, and in chemical engineering, with specialization in business of fertilizers from University of Carabobo, Venezuela, in 1993, and the Ph.D. degree in water resources planning from the Christian Albrecht University, Germany, in 1972, with specialization in irrigation and drainage engineering and saline soils in the German Foundation for Developing Countries, Germany, in 1972. He also received the Postdoctoral degree in water resources management, integrated watershed management and environmental management from Colorado State University, USA, in 1996.
From 1967 to 1968, he was Professor with the San Luis Gonzaga University of ICA, Peru. From 1968 to 1973, he was Director of the project of flood control with the Ministry of Agriculture Peru. From 1965 to 1979, he was Chief Engineer with the Department of Hydraulics of OCOIDESA, Consulting Office of Engineering and Development, Caracas, Venezuela, where he did the evaluation of water resources, organization of field research, design of hydrometeorological networks, personnel training, and hydrological and energy potential analysis of several projects. From 1979 to 1980, he was Specialist Consultant with the GITEC CONSULT of the Dusseldorf Department of Hydraulics, which was a consultancy in the project of the European Union in Ethiopia, and the rural water supply project in the Province of Jimma, which involved field hydrological research, well drilling, installation of hydrometeorological networks, and evaluation of small irrigation systems and hydroelectric power plants, and estimates of crop requirements. From 1980 to 1984, he was CADAFE Advising Specialist with the Venezuelan State Power Company, which included the inspection and supervision of hydroelectric projects and flood control of different projects at the prefeasibility level: Capaz River, Masparro River, Boconó-Tucupido River, and Mucuchachí River. In 1985, he was the Consultant with GITEC CONSULT / SENAPA (National Service of Drinking Water and Sewage), where he did the evaluation of the surface and underground supply sources in the valleys of Trujillo, Ica, and Pisco, for urban supply and irrigation. From 1984 to 1988, he was Consultant with GITEC CONSULT / SENAPA (National Service of Drinking Water and Sewage), where he did the evaluation of the surface and underground supply sources in the valleys of Trujillo, Ica, and Pisco, for urban supply and irrigation. From 1984 to 1988, he was Consultant Engineer in hydrology, hydraulics, watershed management, irrigation systems, and urban and agricultural drainage. He was also the Consultant associated with HIDROMET: Upata Drainage System, Tiznados irrigation system, Guárico irrigation system, all in Venezuela. From 1988 to 2003, he was Coordinator of five research projects with the Scientific and Humanistic Development Council of the University of Carabobo. He was a Visiting Professor with the Colorado State University. From 2007 to 2009, he was the Head of the hydrological-environmental diagnosis project of the lake basin of Valencia, Venezuela, Government of Carabobo State Agreement with the Venezuela-University of Carabobo and development of a Hydrological-Environmental monitoring network for the said basin. From 2007 to 2012, he was Adviser in the Cuenca Project, LOCTI (Organic Law of Science and Technology) for integrated sustainable management of the Pao and Unare river basins, Venezuela. From 2011 to 2012, he was Advisor of OB Consulting S.A. and Coordinator of hydrological, hydraulic and environmental impact projects of five urban road projects and a rural road project in Venezuela. He was also the Advisor of OB Consulting S.A. Coordinator of the hydrological, hydraulic, and environmental impact projects of five plants for the production of ethanol distributed in the Venezuelan territory (Apure States, Monagas, Trujillo, Merida). From 2012 to 2013, he was Coordinator of the hydrological study for the water balance of the Petrolero Petro Independencia field, Monagas State, Venezuela. From 2007 to 2014, he was Coordinator of 16 projects on water resources management, integrated watershed and environment management, developed at the Center for Hydrological and Environmental Research of the University of Carabobo (CIHAM-UC). From March to December 2015, he was National Water Authority of Peru. He is also the Director of the Direction of Studies of Multisectorial Hydraulic Projects/Adviser to Senior Management. He has authored/coauthored 24 text and reference books, 90 publications in indexed technical journals, and more than 100 papers refereed in national and international congresses.
Dr. Guevara is a corresponding member of the National Academy of Engineering and Habitat (ANIH) of Venezuela. He is also the member of the Peruvian Association of Hydraulic Engineering and Environment (APHIA), Lima, Peru, President of the Institute of Applied Hydrology and Environment (IHAMA), Lima, Peru, the Principal Investigator of the Center for Hydrological and Environmental Research of the University of Carabobo (CIHAM-UC), Venezuela, Venezuelan Society of Hydraulic Engineering. (SVIH), Caracas Venezuela, Association of Civil Engineers of the University of Carabobo, Venezuela, Carabobo State Engineers Center, Venezuela, Venezuelan College of Engineers, and College of Engineers of Peru. He is also a member of the IAHR, Inter-American Association of Sanitary and Environmental Engineering (AIDIS), the Ecohydraulic Group of the IAHR, affiliated with the German Organization for Academic Exchange (DAAD: Deutsche Akademische Austauschdienst),and the American Academy of Arts and Sciences.
